Joseph J. Carroll is Of Counsel to Certilman Balin Adler & Hyman, LLP.

Prior to joining the firm, Mr. Carroll served as Of Counsel to the Manhattan law firm of Sullivan Donovan for eight years. Prior to that, he was a Partner at Mudge Rose Guthrie Alexander & Ferdon, LLP, where he chaired the Health Care and Higher Education Practice Group.

Active in his community, Mr. Carroll is an Elected Trustee of Baldwin Public Library and sat on its Citizens’ Advisory Committee. Additionally, he serves as a Trustee and member of the Strategic Planning Committee of Manhattan College, Riverdale, New York, as a member of the Finance Committee of Queen of the Most Holy Rosary Parish in Roosevelt, New York and as a Member of the of National Trustees of the National Jewish Health in Denver, Colorado. He is a Life Member and Council¬† reasurer of CARIH Chapter of Long Island, an auxiliary of National Jewish Health and a member of the Baldwin Auxiliary of South Nassau Communities Hospital

He is a member of the Municipal Law and Health Law Sections of the New York State Bar Association, the American Health Lawyers Association, the National Association of College and University Attorneys, the Municipal Analysts Group of New York, and the National Federation of Municipal Analysts.

Mr. Carroll earned his Bachelor of Law from St. John’s University School of Law in 1963, his Master of Law from New York University School of Law in 1968, and his Bachelor of Science degree in 1958 from Manhattan College. He is admitted to practice in the State of New York and to the United States Supreme Court.

His principal areas of practice are Public Finance, Healthcare, Higher Education, Public Projects and Not-for-Profit, corporate and finance. He has represented hospitals, educational institutions and public agencies in connection with tax-exempt financing of facilities as well as investment bankers, municipal bond insurers and letter of credit banks in those matters.
